He provides expertise in Mine Fires, Mine Explosions, and Mine Emergencies, Mine Emergency Preparedness, Ventilation, and Mine Gases. He has a BS in Mining Engineering from Penn State and is a Registered Professional Engineer in Pennsylvania. He was employed by the Mine Safety and Health Administration, United States Department of Labor since 1974. He is a mining engineer who has worked in the areas of ventilation, fires, explosions, dust control, roof control, and enforcement activities. He has worked as a Mining Engineer, Supervisor, and Division Chief in the Ventilation Division from 1979 until 2007. He was the Chief of Mine Emergency Operations from 2007 until 2017. During his career with MSHA, he responded to over 80 mine emergencies. As such, he has served as the senior technical advisor and expert and has extensive experience in an active command center and working with active rescue and recovery operations during a mine emergency. He retired from MSHA in January 2017.
Since 2017, he has worked on the mine fires at the North Goonyella Mine, Deer Run Mine, MClass Mine, and the Lila Canyon Mine. He has worked on the Investigation at the Pike River Mine Explosion. He has worked with CONSOL on an evaluation of one of their Bleeder Systems.
